Trapping Miguel
Jorge gave Miguelâs address to the DEA agents. As it was an eight-storey building, he would get back to them with the exact apartment number as he didnât know whether Miguel was on the second or the fourth floor. He drew a map of the area, highlighting the bodyguards stationed near a river. Before parting, they exchanged telephone codes to be used on pagers. They code-named their new informant Connery.
With many of his lieutenants having surrendered and the government offering a substantial reward for information leading to his capture, Miguel was unable to run the cartel as usual. There were no more visits from politicians, priests and senior police officials. Miguel couldnât let anyone know where he lived including his own bodyguards, who were stationed away from the building.
Jorge knew that Miguel worked late into the night. To determine which apartment Miguel was in, Jorge staked out the building. In the small hours, all of the lights in the apartments went out except for one on the fourth floor, which stayed on until 4 am. To doublecheck, Jorge made a call while watching the apartment. The lights came on as a phone was answered. Jorge told one of Miguelâs aides that all of the bodyguards were in place and he was going home.
On a Thursday, Jorge arranged to meet the agents at a construction site at a new mall. Amid bricks, mud and industrial equipment, the agents revealed that they had located two apartments in the building registered in the names of cartel associates: 402 and 801. Jorge narrowed it down to 402. The agents wanted to raid the apartment by Saturday morning in case Miguel decided to relocate. Jorge drew a map to demonstrate the best approach for the troops to enter the building. Things were moving so fast, Jorge braced to tell his wife and other family members that they were going to have to evacuate the country for their safety.
At the next meeting with the agents, Jorge showed up in black clothes. Trying to conceal his nerves, he suggested they drive by Miguelâs apartment. As they got closer to Miguelâs, the agents realised how problematic approaching the building would be for the troops because nobody went down the street unless they had a destination there. Dozens of troops raiding the building by surprise only seemed possible if they arrived at 5 am when the godfather was asleep.
The raid was planned in secrecy. The local Search Bloc was excluded. The warrant submitted to the attorney generalâs office stated that the raid was on a lab that was manufacturing precursor chemicals for cocaine. The troops travelled overnight from Bogotá, unaware of the nature of their work.
Prior to the raid, Jorge told Miguelâs bodyguards in the area to be alert. If security was lax, the godfather might hold Jorge accountable. On his way home, he prayed for himself, his family and Pallomari. Just as Jorge was dozing, his pager beeped. It was Miguel. Jorge left his house to call on a private phone.
